A building permit is issued by the chief architect of the municipality where the site is located. If you decide to build without your permit, your construction site will be illegal and you will need to remove it. The documents you will need to issue a building permit are the following: a title deed (for the right of construction by the owner of the respective property); sketch of the landed property; design visa; opinion from operating companies; investment project; preliminary contracts for joining the operating companies; assessment of project compliance; approval of the investment project. The procedure for issuing a building permit begins with the application to the chief architect of the municipality where you live. You will receive an answer if you have been granted permission within 14 days. If no one appeals your permission (eg neighbors), it enters into force. Provided that you do not start construction within 3 years from the date of issue, or do not complete the rough construction of the building within 5 years from the beginning, the permit will lose its validity. But on the other hand, it can be re-authenticated. You can only do this once, with a fee that you will have to pay.
