§1. Article 45, paragraph 1, item 11 shall be amended as follows:
11. a) prescribing and dispensing of authorized medicines
intended for home treatment on the territory of the country;
b) prescribing and grants of authorized
medicines for children up to 7 years. age;
c) prescribing and grants of authorized
medicines for citizens over 65. chronic diseases led

MOTIVES
The proposed amendment affects the ability to access free
medications for two of the most risky in terms of their health,
groups:
 children under 7 years of age
 citizens over 65 with chronic diseases.
The reasons for the proposals are:
Bulgaria ranks second in mortality of children under 1 year of age in Europe by 7.8

expression. The high mortality rate is caused by various diseases, but

of medicines for children up to 7 years old will involve providing
specific help for parents in raising children, and essential
