The applicants are seven Romanian citizens born between 1956 and 1993 who live in Clejani (Romania), with the exception of Tănţica Boacă who lives in Bucharest. They are of Roma origin.
The case relates to their complaint that three of them and a member of the family died during that time were victims of police violence.
According to their statements, three of the candidates who are brothers, were attacked by a group of 50 villagers when they went to the local police station on 30 March 2006 to report the attack on the wife of one of them.
Their father, IB, join the scene when he heard the noise.
The applicants alleged that later the same day two police officers, together with colleagues from the rapid intervention team arrived home IB, to take him into custody. Without obtaining a warrant they gave him and two of his family members took to the police station. His three sons were later detained in the street by ten masked policemen who took them to the police station as well.
In both cases, the police called the candidates and / or their family members' suckers lewd Gypsies ". At the police station, IB was beaten by police officers who kicked him in the ribs and punched him until he lost consciousness.
Later, his three sons were also affected by several police officers. Ultimately IB allowed to leave. His sons were released only after they signed confessions, they were not allowed to read the rape of a woman and theft of pipes.
Subsequently, IB was taken to hospital and examined by a forensic doctor a few days later, which concluded that he suffered chest injuries caused by the attack.
According to the Government, on March 30, 2006, a quarrel broke out between the family of the applicants and other Roma families in front of the local police station. Rapid intervention team was called to restore public order.
There were no incidents during this operation, as the applicants voluntarily complied with police orders when they were detained.
After the events, the police investigation was opened into theft of pipes in the scandal involving 21 people, mostly belonging to the family of the applicants and other family of Roma origin.
In May 2007, the prosecutor decided not to prosecute any of the suspects.
