Electricity buyer wants to shut down the hospital in Plovdiv for debt - Bulgaria
A free-market trader has asked the South Electricity Distribution Company to disconnect the power supply of UMHAT Plovdiv on July 9 for accrued electricity charges. According to the Energy Act, "Electricity Distribution South" is obliged to execute the request of the electric power provider to exclude the hospital.
On June 27, 2018, in Electricity Distribution South, an official request was made by an electricity company to discontinue the power supply to the University Hospital in Plovdiv on July 9, 2018. The reason for this is the unpaid obligations for electricity consumed by the hospital to the electricity trader.
The Merchant has declared that his customer - UMHAT Plovdiv was informed on June 26, 2018 of the date of power supply discontinuation. Taking into account the public importance of the University Hospital "Southwest", Plovdiv explains that the hospital complex receives its energy from a free market trader. UMHAL Plovdiv pays to "Electricity Distribution South" only prices for the use of the network services of the company which are regulated by the KEWR and are not subject to direct negotiation.
The Electricity Distribution South, as a network operator, is obliged under the Energy Act to follow the procedure and execute the request received from the electricity supplier. The role of the South Electricity Distribution in such cases is clearly regulated by the Energy Act in the legally established commitments of the network operators on the free market.
In this connection, "Electricity Distribution South" does not concern the issues concerning the commercial relations between the University Hospital of Plovdiv and the electricity supplier selected by the hospital - regarding the amount of debt for electricity consumed, terms and methods of payment, agreed energy price, etc.
