State bodies are elected and appointed. Elections are related to the democratic idea of ​​mandate. They are constituted and operate within a reasonable time. If the mandate is long, it is reasonable to be one-time, and if it is short, it is reasonable to be multiple. In terms of composition, the bodies are single and collective. The quorum is the minimum number of members required to discuss a matter of its competence. Where there is a collective body, the majority is important. A majority in the quorum of political decision-making is needed. Qualified majorities are foreseen for the realization of many important competencies.
The state authority differs in territorial scope from central and local authorities. Distinguish between senior and local in a hierarchical subsystem of organs. They have general or special competence. There is no authority in the constitutional state where the functions are divided, which can have everything, have absolutely any competence. The Ombudsman is a state authority with competence but without the authority to issue administrative acts.
