As I strolled down the street, I suddenly came across an improperly parked car. What can I do in this case? Can I report to the Traffic Police? Is it safe for me?
 
What do I need to know before reporting to the Traffic Police?

I can submit a report with a suggestion of actions to the Traffic Police by e-mail. It is good to know that for traffic offenses and crimes that are not directly related to road users, traffic police can send my alert to the service.

Anonymous alerts are NOT being considered. Upon clarification of the case, the Traffic Police may request information and documents, but not if their surrender prejudices my dignity or constitutes a danger to me.
Within two months, if they do not surrender the case to a higher authority, the Traffic Police must come up with a decision. Meanwhile, they have to keep me informed of what they are doing. The decision on my alert shall be notified to me in writing within one week of the date of its issue.
The case goes to court and they call me as a witness. It is my civil duty to appear. If, however, I am afraid that the testimony may harm me, I have the right to quit. In this case, I must notify the court in writing, and in my refusal I also state the reasons.
When I play with 112 (I'm kidding, I'm mistaken) I'm responsible! (7.1 of the Rules). The fee may also rise up to BGN 20,000. I am also liable for the damages and losses caused to the emergency services. If I commit a second violation, the fines are doubled.
 
What do I need to know about the mobile app?
 
It is designed to make it easier for citizens to report traffic violations. Through it, I have the opportunity to send information and evidence (photos, videos) to the Ministry of Interior more quickly. Therefore, if I caught an offender on the road (wrong driving), the mobile app would do me a better job.

Could the offender know about me?
No, as my personal data is protected and only MoI employees and emergency call centers 112 have access to them.
 
The data are recorded in the information centers of the 112 centers. After the expiry of a four-month period, the data are moved, and if not used for up to three years - they are destroyed.
 
If information leaks, the offender learns about me and starts threatening me, I have the right to report to the police. Separately, if the leakage of the data is due to a civil servant, he is responsible, together with the state, for the damages and losses caused to me.
